General regulations - works below MHWM

Works or deposit of materials below MHWM (e.g. movement of shingle on the intertidal areas or construction of groynes) will require the consent of the Crown Estate Commissioners (or other landowner). A licence under the Food and Environment Protection Act (FEPA) 1985 may also be required from Defra and in some circumstances, where works below MLWS may affect navigation, consent from the Department for Transport (Ports Division), Welsh Assembly Government or Scottish Executive will be required under the Coast Protection Act 1949.
